I'm printing the non-fixed model right now at the higher speeds. Working so far, but I won't be able to tell until near the end.

The problem is still there, but has improved a ton. However, when making the letters, there is filament inside of the zeros and the top infill(of the circle) has very noticeable lines. Should I try slowing it down and lowering the temp?

My current temp is 215c. Cura recommends 210c, and the Sainsmart website(where I got my filament) says 210-250c

should I do that calibration where I print a empty rectangle and adjust the temp until it looks nice?

It does look like it is printing a bit hot.
If not that then I would suspect a loose drive gear since the amount of 'slop' I see horizontally is not huge, but it is there.

Hot prints will tend to be a little sloppy.

Ok, so that looks to have fixed the overall appearance of the outer surface, but the top layers are still having trouble adhering to the layers beneath it. In an effort to combat this, I sped up the top/bottom speed from 45mm/s to 60mm/s, and am printing right now. If that was the wrong thing to do, I can always just restart.
Should I just decrease temp and decrease speed? or would I only do that to make the finished product look and be more accurate?

Does this only happen to the top layers regardless of height or it is happening at that specific height?

I always do first layer under 50% speed. Still looks a little hot and maybe to fast on the top half

well, on other models(e.g. the camera mount) this doesn't happen at all to my knowledge. Should I just print something at least that tall and post a picture here?
