If you did an M851 anytime followed by an M500 then it is stored in EEPROM. You may think you aren't using an offset but it may still be in affect. Try issuing M851 all by itself immediately after turning on the printer to see what the offset is really set to.

Very good point. Since I had wiped the EEPROM today and started over I was pretty sure it was 0, which it still is.
I have only tried one print this afternoon and that was with Z1 and it was digging into the PEI so I canceled the print - no M500 since then.

So I am starting over yet again - moved the G28 point back to the corner. Going to run my UBL setup.

I follow the page you linked me to before and do what is under
    "Setup and initial probing commands" - skipping G29 P2 B T because I don't understand it.

    Ending up with:

    Mean: -0.001458 Min: -0.004 Max: 0.000 Range: 0.004
    Standard Deviation: 0.001446
    X:22.00 Y:23.00 Z:2.99 E:0.00 Count X:1760 Y:1840 Z:2398

UBL is active. G1 Z0 and nothing is fitting under that nozzle, it is right on the bed. I can force paper under it at .9 - less resistance at 1.0 and 1.1 doesn't touch at all.

Now that that is all done, try just doing G1 Z0 followed by M206. make sure it says Z:0.00 then go up 0.1 mm at a time until you can push the paper under. Do another M206 and now the Z displayed will be an inverse of the actual offset.

    X:22.00 Y:23.00 Z:0.00 E:0.00 Count X:1760 Y:1840 Z:8
    then
    X:22.00 Y:23.00 Z:1.10 E:0.00 Count X:1760 Y:1840 Z:88

Also, went back and ran everything again, but with the bed heated (since I can't heat the extruder for this).

    X:22.00 Y:23.00 Z:0.00 E:0.00 Count X:1760 Y:1840 Z:12
    X:22.00 Y:23.00 Z:1.10 E:0.00 Count X:1760 Y:1840 Z:891

    So same offset both ways

There you go the Z offset you need is displayed right on that line.

So stick with what I had before or should I be using other commands with this?

    G28
    M851 Z1.1
    G29 L1

If you do an M500 after the M851, you don't need to include it in every print.

Once I make sure that works I'll end up doing that.

If I wanted to do the G26 C P T3.0 to fine tune the mesh, does it need the Z offset or will it handle everything?

I didn't tune mine that way. I just input direct numbers using M421 with UBL, start by creating UBL mesh (G29 P1 T)and then try the calibration print (G26 C P T3.0) then figured out how much to adjust from the G29 T display using M421 I<int> J<int> Z<linear>

So with 1.1 I'm still "dragging" on the PEI I believe. I only end up with PLA dust after I use a razor to remove what is put down.

1.2 looks pretty good? .2mm layer height

Larger one didn't come out as nice in the upper left. Thickness was averaging .22mm after I peeled off the layer.

Printed what I think is a great looking Benchy at .1mm, first time using that setting. I'm pretty please and really want to thank everyone for their help. Part of the reason I bought a Robo is hearing how good the community was - not a lie there!
