One or both of your switches is not in the correct place or not working or on the wrong terminals, R1's of all versions requires that the switches be wired on the outside two terminals.

Have 2 new switches hooked up and still same result. I did a board check and switched Z and X, the result of a M119:
    Reporting endstop status
    x_min: TRIGGERED (Z)
    y_min: TRIGGERED
    z_min: open (X)

Does this mean there is a fault on the board?

Check that both switches for Z are resting on the left and right sides of the printer, Also check that the wires are on the outside two pins for both switches

Then that just leaves you with a bad wire/connection or the RAMPS board (or, possibly the Arduino although that is less common)
