Should i be concerned about the sound of the fan when I start my print? If I do an M106 it sounds fine. When it hits full speed the sound is no longer there while printing my files. Should I replace it or get a spare just in case?

If the fan is making an abnormal noise then yes... a spare is a good idea.

Alright, It's a fairly new printer as of December but I think I am 15 or 16 prints in and it is making the odd noise at the beginning. I will get a few incase. Any normal pc fan will work?

Under warranty ask Robo to replace it.
Measure the size, they are normal 12v DC fans :)

The 25mm fan on my 2-week-old R1plus has started up in a very noisy state a few times, the other times it's been fine. But I just got my E3D v6 this afternoon to replace the nozzle I snapped off my hexagon, so I'll be moving to its 30mm fan and won't bother trying to get the original 25mm replaced. But it seems Robo should go looking for better quality fans.

Easier said than done. There just aren't that many choices when it comes to 25 mm fans. Ideally they should just switch to a 30 mm fan.
