You need to set a minimum print time for a layer so that as it gets to the top of those (with the fine details) it takes more time and allows them to cool. Otherwise it does what yours did.. makes a little bit of a mess with the smaller top layers.

You can see this best on: 20160522_151128.jpg

Those spires are melty because thy were printed so quickly that each layer did not have time to cool before the next one went down.

Do you know a good minimum time for PETG to cool. Do you have any more tips to help with the brown and burn marks.

My default minimum layer times are in the ballpark of 30-60 seconds.
That is plenty of time for the layer to cool down before another one goes over it.
It really is only a issue on models like this where the layers get really small as it gets tall.

The brown/burn marks are probably filament that bunched up around the nozzle, got burnt and fell off. That or you are extruding too hot,but usually the former

Yes I used the raft because the supports would not stick to the bed.

That looks like the bed is not level enough at the far end. It seems to be isolated to that corner.
You might need to do some manual leveling.

I changed the raft to 1 layer and got this I think it's a speed/temp problem.

I can get those little wisps also as a result of bridging. It works itself out by layer 3 when I am bridging infill so I usually don't try very hard to solve it. You could try increasing your extrusion temperature a few degrees to see if it flows better. Faster usually means you need more heat too, if you think it is speed related.

The problem from the first pictures is the filament sticks to the nozzle and messes up the hole print. It lays down that corner and then speeds up and starts the next layer on the same corner. Is the a way to slow down just the raft layers or have it start on the other side to give it time too cool?

You might want to ask this of the Simplify3D tech support folks. From that forum post I gather there are some issues, so if they have workarounds then they are the ones to ask. Open a ticket with them.

I almost never use a raft and haven't seen this sort of issue.

Just like Robo... Their forum is not their support. Don't waste you time posting there if you need an answer soon (we are a better forum) :).
Use the support page and open a ticket.

Yea, you have to be persistent at times wit the support groups. They often work in a multi-tiered fashion so initially your question goes to the front-line or newer folks. If you are not getting a workable answer ask that it be escalated to a second-tier support tech.

Tier 1- answer phone and know what a robo is or at least knowledge one exists and has a issue

Tier 2- be able to take one apart and trouble shoot with you

    Tier 3- @mark tomlinson

I personally have never used the raft feature other then once when trying ABS. I dont see a need for it with any other filament. If supports arent sticking to the bed you should diagnose that problem before trying a raft . What are your support settings? Most of the time when i pull a print off the bed the supports stay stuck to the bed.
