Netfabb has a great plane cutter, but goes away after free trial. Meshmixer has the ability to cut planes and measure, but the measurement is so difficult to perform. Is there any other free program you'd recommend that will do both? I am building a 3D helmet that is larger than my build plate, and need to cut it into halves that I can join together.

Fusion 360, works if you are using the solid model, If you are trying to do everything with an STL file, good luck as I know of nothing that is free or easy.

Well, if you are careful and if it works out you can try sinking the model below the build plate in the slicer software.
Some will let you do that and it will then only slice and print what is above that plane. You can then flip it over and do the other side.

Like @WheresWaldo says there isn't much on the free side that would help
