I set the heat bed up to heat up to 50 degrees and the heat bed turns off at 40 degrees. I checked the ramps board and everything looks fine. Any ideas what it could be?

Usually a bad ramps board or at least Q3 failing.
However, make sure you read the Gcode console/terminal to see if any errors are getting in there.

What is the Q3? I check the terminal and there were no errors that popped up. I think it's the heat bed because it heats up the shuts off but the resistor is reading fine.

Q3 is the MOSFET in the left-side of this picture next to connectors D8 and D9 (the one running up/down rather than left/right).

This is NOT the board from the R1+ (it is from the R1) but the transistor is in the same spot.

Really it means you need to replace the RAMPS board.

Make sure you looked all the way back to the start of the terminal log, but if there are no errors it is almost certainly the RAMPS
