    I found a great feature in slic3r.

Slic3r > printer settings > advanced > CHECK avoid crossing parameters.

This will force the extruder to follow the path of the object instead of going "as the crow flies".

so any strings will be covered up by the next layer.....

If the extruder passes over open areas it will still string a little. I also increased the extruder retraction length to 4. But with this setting checked it avoids traveling over open areas greatly reducing the strings. So far I would say it has reduced the strings by 90%.

what really puzzles me is what is causing the issue in the first place I have never seen that much threading in any of mine or anyone else's my worst case was probably 3-5% of what yours was in that one pic most of the time I don't even notice it until I actually have the print or failure in my hand and I am looking closely at it. So there is still something up.
But on a higher note I am glad you found away to avoid much of the issue.

I have ordered a new hobbed bolt and E3D hot end. After those changes if it is still happening I will look into it more.

I could see how that may help if retraction is the issue normally though the hobbed blots and e3D help when you are not getting enough filamant as clogs are prevented but you almost seem to be having the reverse issue too much filament though the better retraction may indeed help.

Slic3R > Print Settings . Layers and Perimiters

    second item from the bottom

make sure you reduce retraction speed to 10mm/s or so. it will stall at the stock speed of 30mm/s
