Extruder temp plummets when starting print...

Hi everyone, I am new to 3D printing and am attempting to print some things with my printer. However, when I set the extruder temp to 190 for my PLA printer like it says, it comes out all coarse. When set to 220 like an ABS one, it seems to work better. So I set it to 220, and start the print. The temperature then plummets and I get these hideous things and nothing works. I always monitor it and click OK, so it isn't that. In the screens you can see how it goes down. It can get really low. Please help!
