Unresolved layer quality issue

hello everyone !!!!

my robo 3d printer is always do this i can't understund why??? i try lot of software simply 3d,repetier,mattercontrol, looking fine detailing but this line is messed up to everthing,do you any idea how to fix this problem.... i think z movement is wrong but not sure...printed 100 micron temperature 190 usually..but never change if i print 200 micron or 300 micron do it same problem...i try everthing:(((
