Tails when printing with PLA

Greetings,

I have a problem with the printing, the printer seems to be creating tails, of filament as you can see in the picture.

its PLA, and its first layer so its 190 degrees, these tails then cause havok next time it goes past that area.

and these tails seem to be create every time printer stops extruting and moves to another part of the object, so it gets messy, its like the pla does not cool quickly enough?

does the fan make any difference in this?
