Fan shrouds are to big and hit bed before the hot end does.

See how the tile is stringy. My other one doesn't do this and was trying to figure how how to get it so be a solid layer. I don't have any other example at the moment

Temp was 210 with bed temp at 50c
Also the speed was 40mms. It does that when it has to go over gaps it's just the first layer. Everything else prints awesome

With PLA and overhangs/bridging, you want to be as low as you can on hotend temp while still getting a good extrusion. I am normally at 195C and might go down to 190C if needed. Also less speed helps when you don't have a lot of cooling.

I haven't gone too fancy with fans and shrouds. I simply printed the dual fan mount by Mike Kelly and added a second 40mm fan. I've had pretty good luck with it. http://www.thingiverse.com/thing:720018

The shrouds you printed above I printed without supports without any issue for some forum members. They are more suited for users of the E3D V6 hotend because that hotend is a tad longer. Using on the hex might give you issues scraping the bed or the parts.

These are a little more extreme if you want to go that path with the stock hex hotend. http://www.thingiverse.com/thing:821080
