I recently switched to a new spool (Neutral PLA) and I'm getting fabulous prints from it, except when the hobbed bolt seems to only scrape away the filament and not move it forward anymore. I have an E3D hot end, and the moment I pull the filament, cut it and push, it feeds fine.

Do I have the block too tight or too loose against the bolt?

All metal hot ends have a harder time extruding PLA. Try seasoning your nozzle.
