Imagine you are printing a vertical pencil. I am having the following issue with prints like this, about halfway up the printer starts to layer hot filament on lower layers that haven't yet had the time to cool. Furthermore, the fants adjacent to the extruder are not able to hit this because of how small the deviations the extruder makes along the x and y axis' are. The result is a real ugly looking warped print as the extruder catches the still hot filament from the previous layer and pulls it along with it. What settings in Cura could one make to fix this?

You need to set a minimum layer time on your slicer (or whatever the equivalent your slicer uses) this gives the layer time to cool before the next one is put down on top.

30-60 seconds at least for most of my prints. 60 seconds is not bad...

This means small layers will take longer to render, but they will be right :) You can experiment to find the time that works best for you.
