Hello, I tried printing a "poker chip" (11-layer) and a small calibration stick (3-layer) in PLA the other day and run into the same problems every time.

    Problems:
    1) The filament has a hard time grabbing the blue tape initially (tried hairspray, didn't seem to change anything). It usually globs up for the first two inches and I have to pull it off of the plate/extruder side. I'm using a 5mm skirt, and it globs for both the skirt, as well as the actual print. This results in a small bump in the first of two perimeters, which either pulls up the perimeter on second pass, or creates a weird effect in the print (IMG_6228).

    2) When the print is finalizing, the extruder seems to "ignore" the last three motions (IMG_6229 and IMG_6230). Doesn't matter what I'm trying to print.

    Settings:
    Layers:
    0.3mm height, 100% first layer
2 perimeter, randomize starting points, generate extra perimiters when needed
Horizontal layers: 2 top, 2 bottom

    Infill:
    0.4 fill density
    rectilinear fill pattern
infill every 1 layer, solid infill every 20
fill angle 45, solid infill threshold area 70mm^2
    only retract when crossing perimeters

    Speed:
    perimeters 30
    small perimeters 30
    external perimeters 70%
    infill 40
    solid infill 40
    top solid infill 30
    support material 40
    bridges 40
    gap fill 20
    Travel for non-moves 130
    first layer speed 30%

    Skirt and brim:
    loops 1
    distance from object 5mm
    skirt height 1 layer
    brim width 0

    HALP

try using concentric infil. Something about rectilinear does that.
