Whenever I start a new layer the old one sticks out giving the layers an un smooth look. The third picture shows this the best. What can I do to make this better?

That test print looks really good. Did you try a slightly lower temperature for that particular filament? (Although all my PLA prints well at 210c or so.) Do you have print cooling enabled? Does the print fan go on?

I kept the temp at 195C. I do have a fan that starts cooling after the first few layers. Ill try changing the temp!
