Unanswered Weird print quality issues

For several weeks now I've been experiencing print quality issues. It is like a certain position during a print causes excess extrusion. This happens at different places on each print, even if the print happens on the glass platform.

I've tried new filament (dry) versus wet.
I've even replaced the hexagon extruder (due to another issue) and the problem persists.

Any suggestions ?

 

Is it leaking filament?
