I had to replace my X belt with a non loop belt what's the best way to reattach it.

I am confused. The R1/R1+ do not have any Z belts. X sure, Y sure. Z ... nope.
    Picture maybe?

I have it attached to X Carriage but its not tight I have clothespin spring on it now but I think the give in the spring is giving me my ghosting/ringing problem.

Yes, cut and zip-tie is the preferred solution.
It only recently (R1+) became a continuous loop style belt (they were cut before).

If you have dropped both the speed and acceleration down significantly (say to 1/3 of their original values) and seen NO improvement whatsoever then it is more likely mechanical... But I would look at the drive itself, not the belt. Something would have to be slipping and the GT belts have to really be loose to skip/slip.

Check the set screws on the drive cogs that move the belts (on the motor shafts) and make sure that those are still tight. Use loctite on them or they will get loose eventually.

While much less likely check that the stepper motors themselves are still firmly mounted and not shifting.

If all that checks out post a photo of the ringing in action. There may be something else we can suggest.
