You can slow down the printing in your slicer, that usually helps mitigate ringing

Even on the fine (read glacial) setting, I still get it.

What slicer are you using? It looks to hot and possibly over extruded as well as the tip being overheated from not enough cooling time per layer possibly. R1 or R1+?

    R1+

I get the same results with both MatterControl and Simplify 3D. I also did not get this error before having issues with my Y axis belt (more likely related) Same settings, same spool of PLA.

check to ensure the bearings are still spinning. If you overtighten them you'll cause wierd issues. Also check to ensure the belt is traveling center and not riding up on the bearings (currently fighting a similar issue to what you describe but print defect looks different)

This is something I can use :)

I'll try this tonight and see how it works.

So it was a combination of this and me being a total dipstick.

I loosened the bolt a small amount and that improved things quite a bit but not entirely. The quality was at least good enough that with a bit of sanding I could use the part. As I'm trying to figure out the last piece of the puzzle, I noticed that the bracket holding the hot end was out of place. Apparently some Einstein hadn't fully screwed it into place when he put the hot end back.
