I'm new and just printing out small stuff. When I print I seem to get extra goo around the foundation of what I have. Is this normal if not can I change something to fix it?

It looks like an over-extruded skirt.
    1. Did you calibrate your extruder?
    2. Are you printing with a skirt?

I'm really new at all this, can you explain to me a what a skirt is and where to look for calibration? I'll pick on this quick just need some basics first, thanks.

I am not good at explaining but will give it a try.
    Some basic terms:
A Raft is like a added layer underneath to help hold the printed part down.
A Outline just goes around the part.
A Skirt/Brim is like a outline except it touches the part and goes outward (as you define it) to help hold a part down. (My favorite. Option)
