Anyone have issue swapping out the stock 12v fan with a 24v fan?

It will run slower and push less air, all other things being equal.

Can the board be upgraded to handle the 24 volt fans?

    No.

You can add in a 24v power supply but that means installing a step-down for the RAMPS and Arduino (they need 12v).

You can then run the bed heater off of 24v (it doesn't care) and the fan with relays (since the Arduino is still only going to output 12v).

Arduino ships out 12v and you route that to the coil of a relay that then sends the 24v to the fan and another for the heated bed.

A lot of work for a 24v fan if you ask me.
