The article doesn't exactly say this will be in Marlin, but rather that the UM Lab is working to see if it can be incorporated. Don't hold your breath yet, it could be a while and the math may be too complex for the ATMEGA 2560 processor (8-bit) and might only end up in 32-bit Marlin. I hope I am wrong on this and we do see it in Marlin soon.

There is no hope of this ever being implemented in Marlin https://github.com/MarlinFirmware/Marlin/issues/8071
The fact that the required equipment necessary to measure all the variables are out of reach for most users. There is a question about suitability to the task and whether or not an 8-bit processor has the wherewithal to perform the calculations in real time.
