I'd start with making sure those small layers have time to cool before the next one is put down. Start with a minimum layer time of say 60-90 seconds and make sure the fan is on 100% too.

    thanks for your reply.
this is the same material and settings i have used many times successfully(as recent as two days ago).
this is a problem that just started which is probably something loosened up.
unfortunately i don't know what to try tighteniing

If you think it is something loose then both the X and Y belt or drive would be at fault since it is bulging in more than one axis.
Tighten the belts and check for loose set screws on the stepper dive cogs.

Looks like a cooling issue to me as well. Print a bunch and/or add a secondary parts cooling fan

That is a really good idea and will nail what the problem is.
Print like 4 or more of those things at one time. See if the quality improves.

When i slow it down drastically it prints okay. but that behavior changed. i didn't need to slow it down prior.
i did tighten both belts with not much change in result.
    thanks.

OK, well the belts alone are not the only thing that will cause an axis to slip/skip.
Other than the Z the other axis also have a stepper motor with a drive cog on the shaft that uses a set screw to hold it firmly in place. Unless it isn't :)

If the set screw has worked its way loose it will for all intents and purposes look like a loose belt.
