Unanswered Problem returned

Hello guys. Month ago i had a problem where my prints came out bad with like missing lines that made the print weak, so with help of people here i set the offset to 0.4 and that solve it. Now the problem returned but no matter what i do i cannot resolve it i even put the offset to 0.37. I also tried oil in the filament but the result were better but not good yet so i don't know what else to do. Here are some picture of my prints.
