Unresolved Problem with Z-axis ?

    I started to calibrate my 3D printer. And it seems that from very low quality print I'm going to something that looks good.
    Except one thing - attached image.
    It seems that on z-axis there is something wrong. As far as I understand this is not strict connected to z-axis but most probably it is something with x or y. This was printed with PLA - head 190c, bed 70c, 0.2 layer height, fan on (but only over head, not on bed). Bed was leveled as good as I can.
    What I already tried:
    - Tight up belts - no changes,
    - Print in different temp - no changes,
    - Print on blue tape - no changes.

    It seems that wall on left side is good. Only the right side does this problem.

    Does any of you know what can cause this kind of fluctuation ?

    PLA needs the parts cooling fan switched on to help the plastic cool quickly especially on a small part when the time taken to print one level is so low that the previous level has not cooled and solidified.

    Also having the bed at 70c is probably too high for a small part. Try around 50c.

    That could be over-extrusion. Did you try an extrusion test to make sure what you tell it to extrude is what gets extrudued?
    Try cranking back the extrusion %...
