Trying to print ABS with 230 degree head and 85 degree bed this happened and now the bed doesn't heat. Looks like a bit of a fire hazard.

That looks like a failed RAMPS, ping tech support for a warranty replacement or get one from (for example) Amazon.

Looks like this heat sink which was attached to the heat shrink tube should have been on something more important

Looks like either a mosfet or a stepper driver heatsink.

Is this the missing heat sink area?

Could well be, the stepper driver should have one.

    I'd guess yes.

Your ramps power connector looks off kilter

I've tried to straighten the power supply out and found that the first screw on right wasn't tightened which explains the arcing. So I've cut the burned section of wire and pieced the machine back together. All movement works bu the heated bed. I check the heated bed "B" leads beside the power connector in the board and only get 0.3 v DC. I was thinking I should see 12 v?

Correct. Judging by the damage you'll need to replace the power connector on the Ramps board. Potentially the polyfuse or mosfet as well.

Follow the 12v and see where it ends
