Solved This is what I get for being impatient (e3d v6 installation)

    You can read the voltage/potential/tension across the solder points then. It has to connect to the RAMPS output somehow and that is what you need to check. If the RAMPS is working then the heater core is dead (or vice-versa)

    If you mean the parts fan it is not always on. You can (in some slicers) force it on and see if it runs.
    If you mean the extruder fan then you still have a wiring problem.

    Because like Mike said, on the r1+ D10 and 9 are switched. he was right.

    The parts fan. should i just wire it into the power supply and have it always running if soldering doesnt work?

    wait nevermind i just realized the parts fan has a jst connector. Where does that go into? also there is a cable that says LED A on my board with a jst connector. what is that for?

    No. It is not supposed to always be on.
    The slicer needs to be able to control this.

    omg now my RAMPS doesnt work. Thanks guys but I'm just gonna order a new one
