Try increasing the # of top/bottom layers. Depending on the slicer settings this could be as few as 2 or 3, try at least 5.

Make sure your cooling fan is working as well. I believe that's a symptom of being too hot, what temperatures are your printing at?

I have that problem with a roll of cheap abs I bought. It just won't bridge with 1000 layers on top. I can punch up the extrusion for the last layers if I'm around... but I've just stopped using it.
Other brands with the same settings print perfectly.
I use 5 and 8 for bottom and top for .1 layer.

I concur with Mike, if the spool itself seems to be misbehaving it is likely just not at the best temperature.
Even spools I bought from the same vendor on the same day would vary around what was the optimum temperature.

I'm new and these guys have way more experience than I do, but have you checked your Y axis belt tension? I was having poor top and bottom layer consistency and tightening up the Y axis seemed to solve both issues.

Not really a symptom of a loose belt. His print looks consistent, just some filament/temperature issues

Yea, suspect a loose belt when you see overshoot on the edges, this ... temperature related for sure.
If I were to take a S.W.A.G. I start with it being too hot. That can really affect the bridging. You might just have a roll that likes 'colder' better.

I would use 12 layers at .1, really depends on temp and infill also.
