Adjusted the head with the threaded rod to get the head the right height.

if you can do the same on both side it only means that the x axis is even to the bed not that the bed is level but what you have done so far seems to be good

cool that is the right way you to do itcompletely you should one and then theoer side and then recheck and adjust either as necessary
but that is not the final step

to be honest in this case that may or may not be good it is more important they are level compared to each other the both to the earth

We can assume that they are level enough for the next step though

We've triple checked the settings and the bed and extruder head are the correct temperatures.

ok well did you do these measurements with the bed heated or not if you did the measurements with the bed cold and then you heat it things will be off I recommend going to PLA and removing the heat bed from the equation for now.

But remember for ABS the heat bed needs to be as hot as you are going to print on when you level thing and yes it can change a lot

So, for ABS, what temperature do you set the bed at?

if you measure when the heat bed was off it should be close for using PLA
and that is best for right now

I just checked it for level while heated and it is good and level.
Could the blue painters tape be too thick and not allowing the bed to heat up properly?

it is relative to the print and how you print I set mine to 45C but other set it to much much higher it is something you kind of need to determine as you go I think an average of about 100C is kind of close

that is one reason we suggest starting with PLA a lot less issues
