Do you own a multimeter? check the voltage coming off D10 when you enable the extruder

Jolly great idea. If it is just the heater core (or wiring to it) that is an easy/cheap fix and this test eliminates the RAMPS board.

If you have a Harbor Freight nearby they are, like, 2 or 3 dollars. Otherwise ask you Dad for it back :)

You can also test it with a 12v lightbulb or something else that you can see the response from, like a 12v fan

Eh, Radio Shack or your local equivalent -- you get the idea. They can be had cheap if you want to fix it sooner. Or beg/borrow one.
If it is just the heater core those are really quite cheap and easy to replace. Make sure you have checked the wires to it as well (without a meter that is more of a challenge).

    Please show pictures.

Why are you trying to remove the heater, we never told you to do that.

If they shorted against each other then you might have blown the polyfuse or mosfet which might explain the lack of power

Well there's no sense in guessing. Follow my previous advice to test.
